          Iepirkuma attiecīgajās daļās ir tikai viens atbilstošs piedāvājums. Iepirkumu komisija secina, ka prasības ir samērīgas un pamatotas. Iepirkumu komisija uzskata, ka dalībai iepirkumā varēja kvalificēties vairāki pretendenti, līdz ar to iemesls tam, ka piedāvājumu ir iesniedzis viens pretendents, visticamāk, ir balstīts uz citiem apsvērumiem, nevis uz to, ka nav iespējams izpildīt atlases prasības. Līdzīgas prasības bija iekļautas arī citos iepirkumos, kuros piedalījās un tās izpildīja citi pretendenti.
